The following EXCOM Voting Members participated in the voting Bill Ritter, Alan Richardson (2 votes), Dave Kasper, Taimur Ellahi (2 votes), Fred Granville and Imran Pishori. The following EXCOM Voting Members did not participate Dick Hodgman, Dale Rummer, Michael Talley, Dawn VanDee and Ken Vollmar. Mark Lamendola, an EXCOM Non-Voting Member participated in the discussion, but did not vote. Again, the Chair requests that ALL EXCOM Voting Members respond to EXCOM business needs, and encouraged all non-voting EXCOM members to participate to their fullest capability. EXCOM members who do not attend meetings still need to approve or dis-approve minutes and get feedback to the secretary.

2. Old Business:

A. Gold Affinity Group needs a full slate of Officers. Alan Richardson was going to start contacting GOLD eligible individuals to fill the position.

Action: The GOLD Affinity Group plans to use the vacant November 05 Dinner Meeting date. They will also have at least one other meeting this year to meet their meeting requirements.

B. KC Section by Bylaws need to be updated to include changes resulting from activation the Southwest Missouri Subsection.

Action: Bill Ritter and Imran Pishori will get together in the future to discuss this.

3. New Business:

A. Dick Hodgman – Status Report - 2006 Officer Nomination Slate.

The following 2006 Officer Positions are still vacant:
* Section Chair
* Section Secretary
* Computer Engineering Society Chapter Chair
* GOLD Affinity Group Chair
* Consultants Network Affinity Group Chair

B. Dave Kasper – Status Report - Linda Library Tour scheduled for October or early November. The tour will not be held on October 14-17th, 2005 due to the Section Congress meeting at the same time.

Action: Linda Hall Library will not be available for tours this fall due to the construction. The Rare Books and Reference area are being moved beginning in October and will not be available until fall of 2006.

C. Dave Kasper – Status Report - 2006 IEEE Engineer’s Week Conference?

E-Mail Progress Report Submitted by Dave Kasper - February 2006 Conference: The general program has been stated and needs some work. Mark is soliciting speakers on the IEEE Site and Newsletters. I need help on the Committee. Are their any ideas on how to include the students in the Conference? I believe we should fund discounts for the students or they will not attend at $95 for the day. My idea is to build some fall activities this summer that will allow each school to award one Conference ticket Free or at great discounts and discounts for the rest of the students. This is what PACE District Grants can help support at a maximum of $500. I need $425 by the end of July to reserve the conference rooms at the Hilton Garden Inn. I have a contract to sign.

Action: Bill Ritter and others expressed concern about the lack of time remaining to accomplish the needed tasks to make this a successful conference. With the reminder of a past conference, that was a severe financial loss to the section a motion by Dick Hodgman and seconded by Dale Rummer to Cancel the February 2006 Conference was made and passed by unanimous vote.

D. Dave Kasper – Status Report – Section 2005 PACE Activities

E-Mail Status Report from Dave Kasper - December 8, 2005 Meeting:
Russell Harrison of IEEE-USA speaks on "Congress and Engineering Progress 2005 - 2006". If anyone has a hot local legislation topic let me know and I will talk to Russ. Mark - The IEEE Site Meeting Notice needs to reference December@ieee-kc.org NOT October.

E. Dr. Ken Vollmer – Status Report - Southwest Missouri Subsection Activities

Discussion: The Southwest Missouri Subsection has had some meetings this year, but decided to skip one for July. In August, they plan to have a Picnic meeting. Bill Ritter reminded Ken that there have been zero L-31 Meeting Reposts submitted this year. Directions on how to do them are contained in the 21 May Training Manual that was provided to the subsection.

F. Dr. Dale Rummer – Status Report EXCOM Meeting at KU

Action: The week of September 5th is set for the meeting at KU. This will be dependent of the student schedule.

G. Imran Pishori Status Report - 2006 Dinner Meeting Calendar

Action: On Imran Pishori ‘To Do List’and will be finished around the middle of July 05.

H. Discuss 2008 Region 5 Technical and Leadership Conference to be hosted by the Kansas City Section. Need to have a Conference Committee Chair identified and appropriate members.

Discussion: Bill Ritter stated that so far only Debby Dilks has volunteered. Dale Rummer and Bill Ritter then volunteered to be on the Conference Committee. A Chair and additional volunteers are still needed. There is a slight chance that this conference may occur in 2007, a year earlier, so we are definitely not early getting started.

I. Bill Ritter – Status Report - BEST

Discussion: Need to get students involved as well as individual members that want to assist. This is more of an individual wanting to help than IEEE group participation.

J. Bill Ritter – Status Report – B-2 Tour. A tentative date of 12 Aug 1-4 PM at Whiteman AFB, MO has been set.

HIGHLIGHTS:

* 20-30 per group would be optimal. Any larger than that and the participation, involvement, FUN, for the individuals would start to diminish.
* Foreign students will not be able to participate. Bill Ritter will call Whiteman AFB Public Affairs Officers to confirm.
o On 13 Jul 05, Bill Ritter confirmed with the Whiteman AFB Public Affairs Office that because of security precautions absolutely no one without United States Citizenship is allowed on the flight line. There may be other adults (not students) that do not have US Citizenship.
* Lunch can be at site.
* IEEE members will get first preference to attend. Spouses and children are welcome (again only 20-30 group will be going)

Other items discussed:

The Consultants Network Affinity Group had a billing problem for their Jun 05 Dinner Meeting. Fred Granville notified Bill Ritter of the possible error. It was resolved over the next few days, but this is what every treasurer needs to know:

* The IEEE Kansas City Section has a contract for dinners at the Wyndham Garden Hotel. Contracts protect both sides. We have to notify the Wyndham 31 days in advance if we are canceling a contracted meeting or pay a $350.00 penalty. We are also contracted to receive any selection from our contracted meals list for $17.00 each, which covers all taxes, and any other fees normally associated with a meal. Just remember pay only $17 X Number of meals period.

Action: Imran Pishori will check with Taimur Ellahi regarding past dinners (Jan – Section and Mar – PES).

Action: All Treasurers that have paid for a meal at the Wyndham this year verify that you were not overcharged.

The next Section EXCOM meeting is scheduled 12 Noon to 1 PM on Monday Aug 1, 2005. This will be a Telephone Conference EXCOM Meeting.
