  • Supervised engineers and technicians in the development of five telemetry products for Sandia National Laboratories. The development process extended from customer conceptualization through production. Worked with customer to identify goals and requirements changes. Utilized PERT and Cost/Schedule Control Systems Criteria (C/SCSC) for project planning and performance measurement, improving project efficiencies.   • As test equipment project manager, used of GANTT, PERT, value engineering, and linear flow techniques allowed me to develop new and innovative design methodologies and procedures, which resulted in a 67% reduction of time required (18 to 6 months) to complete final assembly of test systems.

Ted has designed and managed the developed of imbedded test systems for VLSI microelectronic products, discrete electronic components, environmental sensors, and high pressure products. He developed control systems for vacuum deposition and chemical processing lines. He managed the production of on board weapon test systems that utilized LSI, MNOS, Hybrid Microcircuit (HMC) products. Ted oversaw engineers, technicians and system analysts in the development and implementation of test programs for a microelectronics test floor for the Center for Radiation Hardened Microelectronics at Sandia National Laboratories, Albuquerque. The scope of work included test floor construction, equipment installation, and test design team development. Applications used Sentry, HP3000, VAX, and PC platforms with BASIC, C, and FACTOR. These systems supported over 100 different microcircuits. Software packages were developed for component test, data acquisition, and CIM/CAD interfaces.

Ted has consulted to Sandia National Laboratories in the design of cruise missile telemetry systems.

Mr. Atchinson developed databases and software systems to support technical and business applications in statistical analysis, data acquisition and conditioning, test control, cost accounting, budget planning, project management, bulk mail, and inventory control. Mr. Atchinson is also experienced in Visual C++ with MFC, Visual Basic, BASIC, C, SAS, and other computer languages. He is experienced in the development of SQL and Access/Jet-engine databases.

  • Using Visual C++ and MFC, designed and implemented a Fast Fourier Transform (FFT) Spectrum Analysis program and a Data Transfer Confirmation Program.

  • Implemented direct marketing databases and processing enhancements (based upon MS Project and MS Access) that resulted in improving access to customers, reducing mailing costs by 25%, reducing labor costs by 50%, and allowing a five-fold increase in sales.

  • Consulted with Honeywell FM&R ES&H clients, providing expertise on development of databases for project cost accounting and safety programs. This directly assisted Honeywell FM&T receiving special safety certification and ISO14001 status.

  • Developed a Failure Analysis Reporting RDBMS for a radar production line. The system enabled rapid analysis of failures, correlation of failures at different points in production process, and tracking of corrective actions. The results enabled revisions in product design and production processes that reduced production costs and improved product reliability. The application utilized Ingress, MS Access, and SAS.

Ted has worked with Windows, Novell NetWare, DOS, Hewlett Packard, DEC VAX, and DEC PDP operating systems. He has worked with PCM, custom serial interface, IEEE-488 bus, and common LAN communication protocols.

Example:

  • Managed the improvement of network client access, resource coordination and workstation standardization, reducing unplanned server outages by over 90%, hardware and software costs by 50% and service calls by 70%. Implementations used MS Project, MS Access, and PX.

Mr. Atchinson has a Bachelor's of Electrical Engineering from Oklahoma State University and a Master's of Electrical Engineering from the University of Missouri, Columbia. He is a Certified Network Administrator for Novell 3.12 operating systems and has completed the Certified Network Engineering program for Novell 4.12 operating systems.

Ted is a Senior Member of the Institute of Electrical and Electronic Engineers (IEEE) a member of the IEEE Computer Society, and a past member of the IEEE Software Engineering Standards Committee.
