Officer Job Description: Section Chair

The Section Chair has these duties:

In October/November of the previous year

  1. Selects the menu and venue of the May Banquet.
  2. Arranges the program for the May Banquet, typically including a 30-minute presentation of general interest (non-technical).
  3. Creates the initial schedule of the EXCOM meetings.
  4. Arranges for officer training of the incoming officers.
  5. Prepares a preliminary budget.
  6. Writes a strategic plan, has the Vice Chair review it, then submits it to IEEE Region 5.

In January

  1. Presents the preliminary budget.
  2. Works with the EXCOM to finalize the budget.

In the First Quarter

  1. Supervises the filing of the L-50 annual financial report, ensuring heroics aren't needed to meet the deadline.
  2. Signs the L-50 annual financial report and confirms all reporting is accurate.
  3. Ensures the Section submits the L-50 annual financial report in a timely manner.

For the May Banquet

  1. Ensures the speaker has everything necessary.
  2. Ensures the program starts and stops on time.
  3. Coordinates with the venue.

Throughout the year

  1. Copies the Vice Chair on important correspondence, for training purposes.
  2. Delegates Chair functions to the Vice Chair, periodically, for training purposes.
  3. Chairs the EXCOM meetings (Roberts Rules of Order describes how this is done).
  4. Voting member of the EXCOM, but not permitted to make or second motions.
  5. Amends the EXCOM meeting schedule as needed.
  6. Approves appointed officers.
  7. Makes decisions within the authority granted by the bylaws.
  8. Presides over the budget process.
  9. Oversees the Section operations and proactively addresses governance issues (issues where officers are not doing their jobs or where officers are doing something not permissible).
  10. Arbitrates and settles disputes.
  11. Prepares an annual report of Kansas City Section Activities and submits it to IEEE Region 5.
  12. Serves as figurehead, either representing the Section at IEEE events or designating someone to do so if the Chair and Vice Chair are not able to attend a given function.
