Officer Job Description: Section Chair
The Section Chair has these duties:
In October/November of the previous year
- Selects the menu and venue of the May Banquet.
- Arranges the program for the May Banquet, typically including a
30-minute presentation of general interest (non-technical).
- Creates the initial schedule of the EXCOM meetings.
- Arranges for officer training of the incoming officers.
- Prepares a preliminary budget.
- Writes a strategic plan, has the Vice Chair review it, then submits it to
IEEE Region 5.
In January
- Presents the preliminary budget.
- Works with the EXCOM to finalize the budget.
In the First Quarter
- Supervises the filing of the L-50 annual financial report,
ensuring heroics aren't needed to meet the deadline.
- Signs the L-50 annual financial report and confirms all
reporting is accurate.
- Ensures the Section submits the L-50 annual financial report in
a timely manner.
For the May Banquet
- Ensures the speaker has everything necessary.
- Ensures the program starts and stops on time.
- Coordinates with the venue.
Throughout the year
- Copies the Vice Chair on important correspondence, for training
purposes.
- Delegates Chair functions to the Vice Chair, periodically, for
training purposes.
- Chairs the EXCOM meetings (Roberts Rules of Order describes how
this is done).
- Voting member of the EXCOM, but not permitted to make or second
motions.
- Amends the EXCOM meeting schedule as needed.
- Approves appointed officers.
- Makes decisions within the authority granted by the bylaws.
- Presides over the budget process.
- Oversees the Section operations and proactively addresses
governance issues (issues where officers are not doing their jobs or
where officers are doing something not permissible).
- Arbitrates and settles disputes.
- Prepares an annual report of Kansas City Section Activities and
submits it to
IEEE Region 5.
- Serves as figurehead, either representing the
Section at IEEE events or designating someone to do so if the Chair
and Vice Chair are not able to attend a given function.
