7. Role of an Officer

What is a Society Chapter Treasurer?

Randy Schmisny, who has held multiple Chair and Treasurer roles, recently remarked to the EXCOM that this key position is a good test of a person's ability to handle the position of Chair.

As you might guess, the Society Treasurer is responsible for managing the Society's finances. It's not, however, a "green eyeshade" role. There's more to it than that. The Treasurer is in a perfect position to build strong relationships with other officers. For someone seeking to build meaningful career references, it's hard to beat a year or two as Treasurer.

In some organizations, the Treasurer does not write checks, keep the books, or handle other administrative duties related to finances (a controller does)--the Treasurer handles the executive end of things only. In the Kansas City Chapters of Societies, the Treasurer does it all.

There's been some discussion as to whether the Treasurer is the "third in command" or the Secretary is. This is a moot issue when a Society Chair appoints a Secretary/Treasurer. The majority of current thinking is that the Treasurer is senior to the Secretary.

The Treasurer may--in the place of the Society Chair--preside over functions, represent the Society, or be the Chair's designate to attend Sections Congress or some other event. As a voting member of the Executive Committee, the Treasurer can play a key role in Section governance. The Treasurer can choose to remain mostly silent, or flex some leadership muscles. Someone wanting to build a track record of working with people and getting things done would be hard-pressed to find a better volunteer position.

A key function of the Treasurer is (along with the Secretary) preparing the Society's part of the annual report to IEEE headquarters. When this report is delivered properly and on time, the Section gets a significant bonus payment from IEEE.

From the IEEE Region 5 Officer Training Manual, we see the this for the Section Treasurer and can extrapolate from that the relevant duties of the Society Treasurer:

***

Function:

Financial manager of the Section.

Duties and Responsibilities:

1. Transfers financial records at start of year.
2. Maintains accurate financial records.
3. Banking of funds.
4. Preparing annual budget.
5. Making disbursements for authorized expenditures.
6. Assures disbursements are made in accordance with IEEE policy.
7. Familiarity with IEEE "Financial Operations Guide."
8. Prepares annual Section financial report.

Authority:

Approval of disbursement in accordance with Section bylaws.

Relationship:

Reports to the Section Chair. [Editor's note: Society Treasurer reports to Society Chair].

Reports:

Prepares annual Section financial report (Form L-50) for submission to IEEE Operations Center at first of every year. [Editor's note: Society Treasurer prepares Societies part of the Annual Section report--basically supplying data to the Section Treasurer].

8. Thought for the Day

The time for making New Year's Resolutions is rapidly approaching. If you are making any such resolutions, are you going to make ones that are measurable, achievable, and meaningful?

Wishing you the best,
