Program: The Life of James Clerk Maxwell

Speaker: Dr. James C. Rautio, IEEE Fellow and Distinguished Microwave Lecturer

Program Overview: James Clerk Maxwell stands shoulder to shoulder with Newton and Einstein, yet even those of us who have spent decades working with Maxwell's equations are almost totally unfamiliar with his life and times. This presentation, from the viewpoint of a microwave engineer, draws on many sources in providing an understanding of James Maxwell himself.

What was Maxwell like as an infant? What was the tragedy at eight years old that profoundly influenced his life? What unique means of transportation did young Maxwell use to escape a cruel tutor? What memorable event occurred on his first day of school? When did he publish his first papers, and what were they about?

What did Maxwell have to do with the rings of Saturn? Why did he lose his job as a professor? Why did he have a hard time getting another job? What was his wife like? What is Maxwell's legacy to us? The answers to these questions provide insight into Maxwell the person and add an extra dimension to those four simple equations we have studied ever since.

During his Distinguished Microwave Lecturer term, which runs from January 1, 2005 through
December 31, 2007, Dr. Rautio will present six to seven Maxwell lectures per year at MTT-S chapters, IEEE student chapters, and other IEEE society chapters. We are honored to have him in Kansas City.

Program: John Clayton will present an overview of IEEE Std. 998; Guide for Direct Stroke Shielding of Substations. The intent of the guide is to provide design information for the methods historically and typically applied by substation designers to minimize direct lightning strokes to equipment and bus-work within substations. The general nature of lightning will be presented and the problems associated with providing protection from direct strikes will be described.

John R. Clayton, P.E., has been involved in the Power Delivery business for over 30 years. He has been active on multiple IEEE Substations Committee Working Groups. Mr. Clayton was the Secretary of the Direct Stroke Shielding of Substations Working Group during the guide's development.

7. Role of an Officer

What is a Section Secretary?

This is a far more important role than many people realize. The Section Secretary does far more than just take EXCOM meeting minutes. This is truly an executive position.

Serving in this position is excellent training for serving as Section Chair or moving into a Region 5 role. It's also good background for any engineer wanting to develop those in-demand managerial skills for a position as a project management or department manager.

When a seasoned manager accepts this role, then the EXCOM has a real advantage. If you are interested in serving as the 2007 Section Secretary, contact the 2006 Secretary nominee so you stay "in the loop." You can see who that is on the Officer Nominations Page (hint: search the page for "Kirk Duncan"). You can find Kirk's contact information by clicking on the Officers link at the top of any page.

Little known fact: The Section Secretary is responsible for publications (newsletters, Website, and so on). In the KC Section, the Secretary oversees an appointed volunteer. And in recent years, the folks in Piscataway have centralized many of the administrative duties the Secretary was formerly charged with.

Some people are very diligent Secretaries, and this prepares them to be knowledgeable and competent in other officer positions. Some people accept the title for their resume, but fail to take advantage of the position--shortchanging themselves more than anyone.

From the IEEE Region 5 Officer Training Manual, we see the this for the Section Secretary:

Function:

Administrative manager of the Section.

Duties and Responsibilities:

1. Records minutes of Executive Committee and Business meetings.
2. Distributes meeting notices.
3. Reports annual meeting activity in a timely manner to IEEE Operations Center.
4. Maintains membership records (mailing and e-mail lists).
5. Analyzes membership records.
6. Maintains Section records.
7. Notifies IEEE Operations Center of changes in Section Officers and Committee Chairs.
8. Maintains a record of Section and Chapter Officers and Committee Chairs.
9. Maintains a file of active volunteers.

Authority:

1. Generates all Section correspondence delegated by Section Chair.
2. Operates within authority specified within Section bylaws.

Relationship:

Reports to the Section Chair.

Reports:

1. Provides an annual summary of all meeting activity of the Section, Subsection(s) and Chapters to the Section Chair.
2. Provides a listing of new Section and Chapter Officers and Committee Chairs (Form L-5) to IEEE Operations Center at the beginning of each year. In addition, an update is provided when Officers or Committee Chairs are replaced. (not in R5 training manual) Provides same to scs-officer@ieee.org
3. Submits the annual report (Form L-3 1) of Section and Chapter activities to IEEE Operations Center at the beginning of each year.

The Officer Manual may seem not to reflect recent changes in the IEEE--as noted earlier, many of the administrative duties are now centralized in Piscataway. But the Secretary still must ensure those resources are being used properly.
