Program: The Life of James Clerk Maxwell

Speaker: Dr. James C. Rautio, IEEE Fellow and Distinguished Microwave Lecturer

Program Overview: James Clerk Maxwell stands shoulder to shoulder with Newton and Einstein, yet even those of us who have spent decades working with Maxwell's equations are almost totally unfamiliar with his life and times. This presentation, from the viewpoint of a microwave engineer, draws on many sources in providing an understanding of James Maxwell himself.

What was Maxwell like as an infant? What was the tragedy at eight years old that profoundly influenced his life? What unique means of transportation did young Maxwell use to escape a cruel tutor? What memorable event occurred on his first day of school? When did he publish his first papers, and what were they about?

What did Maxwell have to do with the rings of Saturn? Why did he lose his job as a professor? Why did he have a hard time getting another job? What was his wife like? What is Maxwell's legacy to us? The answers to these questions provide insight into Maxwell the person and add an extra dimension to those four simple equations we have studied ever since.

During his Distinguished Microwave Lecturer term, which runs from January 1, 2005 through
December 31, 2007, Dr. Rautio will present six to seven Maxwell lectures per year at MTT-S chapters, IEEE student chapters, and other IEEE society chapters. We are honored to have him in Kansas City.

6. Role of an Officer

What is a Section Chair?

You've read Bill Ritter's name in various communications, and if you've been to our various dinner meetings you have met this fine gentleman. Bill is our Section Chair. In that job, he manages the operation of, and provides leadership for, the Section. (Just to jog your memory, the KC Section is geographically huge, and is part of Region 5).

The Section Chair is an elected position, with a maximum of two consecutive one-year terms. It's hard work, but it's rewarding. It can also be a real resume-builder. The best way to become a Section Chair is to get involved in the EXCOM.

You do not have to be in the Overland Park area to do that. Our 2006 Chair Nominee, Ken Vollmar, lives in Springfield. And Bill lives in Topeka.

These days, EXCOM meetings are fairly short and we take full advantage of phone conferencing and other tools to facilitate the jobs of the Chair and the other officers.

From the Region 5 Officer Training Manual, here are some details on what the Chair does:

Duties and Responsibilities:

1. Familiar with IEEE constitution, organization, and bylaws.
2. Operation and leadership of the Section.
3. Keeping bylaws current.
4. Providing services to members.
5. Recruitment of new IEEE members.
6. Recognition of accomplishments of volunteers through IEEE awards.
7. Providing educational programs for members.
8. Encouraging Chapter activities and formation of new Chapters.
9. Chairs Executive Committee meetings.
10. Presides at Section meetings.
11. Appoints committee Chairs.
12. Ensures that all Officers and Committee Chairs understand their duties and responsibilities.
13. Serves as Section Representative at all Regional meetings.
14. Transfers records to new Section Chair.
15. Ensures required Section and Chapter report forms are submitted to IEEE in a timely manner.
16. Submits an annual report of Section activities to Region 5.
17. Recognizes new Senior Members and IEEE Fellows.

 

Authority:

1. Delegated authority from Regional Director.
2. Approves Actions within scope of policies and plans adopted by Section.
3. Operates within Section, Region, and IEEE bylaws.
4. Delegates authority to Section representatives.

 

Relationship:

1. Represents Section at IEEE Functions.
2. Reports to the Area Chair.
